Ordinances vs. motorcycle-riding hitmen sought

LINGAYEN- The campaign against hitmen riding in tandem (HRT) in the highways needs help from sanggunian panlalawigan.(SP).

Senior Supt. Reynaldo Biay, officer-in-charge at the Pangasinan police, said legislative measures addressing the obstacles posed by hitmen can be a boon to the campaign during SP’s “Question Hour” of the regular session last week.

Biay who assumed as OIC of the Pangasinan police in August this year, said that of the 181 shooting incidents in the province registered from January to September this year, 64 were perpetrated by HRTs and 117 were plain shooting incidents.

Among the legislative measures sought by Biay is a provincial traffic ordinance seeking the enforcement of speed limits in thickly populated areas and the strict enforcement of the “no plate, no travel policy”.
Motorcycle-riding criminals usually use stolen motorcycles and remove their plate numbers when they strike in order to evade easy detection.

Such ordinance, said Biay, will require motorcycle riders to remove their helmets, and show documents of ownership and driver’s licenses.

Also sought by Biay is an ordinance requiring commercial and business establishments and the LGUs to install closed-circuit television cameras around their establishments, in major intersection and along highways.

He warned that shooting incidents perpetrated by RMCs are usually based on the pattern and predictable movements of the victim, in places where mobility aids in making victim a soft target for the killers. (LVM)
