FIRST STRIKE RULE?

LINGAYEN—The police chiefs of Lingayen and Binmaley have been ordered relieved by the regional police headquarters.

P/Superintendent Reynante Panay, the Lingayen police chief was sacked from his post one week after a policeman shot dead three teachers and a loan collector and wounded three other teachers in Pangasinan National High School (PNHS) here.

P/Senior Superintendent Reynaldo Biay, officer-in-charge police director, said the police regional office did not state the reason for Panay’s relief but simply ordered the latter last Tuesday to report to the La Union Police Provincial Office.

Ordered to replace Panay was P/Superintendent Gary Garen.

CARTOONnews 140914Also relieved was P/Superintendent Ferdinand de Asis, officer-in-charge police chief of Binmaley town. He was ordered to swap post with P/Superintendent Marlo Castillo as head of the Police Community Relations in the Pangasinan Police Provincial Office.

Biay said the order also did not state reason for Panay’s relief.

Panay had initiated the filing of four counts of murder and three counts of frustrated murder at the Provincial Prosecutor’s Office against Police Officer 3 Domino Alipio.

Observers, however, believe his relief was a consequence of the shooting rampage during his watch. (Tita Roces/Johanne R. Macob/PNA)
