Leopoldo Bataoil (seated, 2^nd from right) flash the number one sign during the Day Care Workers (DCW) General Assembly at the Pangasinan Training and Development Center in Lingayen last September 12. Gov. Espino expresses his support to the passage of Magna Carta for DCWs which will accord security of tenure, regular salaries and social benefits to qualified DCWs.
