Dagupan civil registry, among top 10 IN PH

DAGUPAN CITY – This city’s Civil Registry Office was recently cited as one of the Ten Outstanding Civil Registry Office in the country garnering 8th place in 2013, in the extra-large category.

Provincial Statistics Officer Dante Pescador awarded the certificates of recognition to Mayor Belen T. Fernandez and Civil Registrar Officer Digna Liwanag during the flag-raising ceremony on September 8 in recognition of the office’s outstanding performance and delivery of civil registry programs and services.

Liwanag said the city has been consistently recognized as among the 10 outstanding civil registry offices in the country because of the office’s promptness in submitting its reports, the neatness of the submitted documents without any commission of errors and effectiveness of its mobile registration in the barangays.

Civil Registry Assistant Officer Mariane Mejia said the mobile registration in the barangays will be continued next year and barangay chairmen will be oriented on the importance of registering births in the barangays.

Mejia admitted that at present the most prevalent error or problem that they have encountered is the correction of names.

Nonetheless, Liwanag said that it is good that Republic Acts 9048 or the Clerical Error Law and 10172, otherwise known as An Act Further Authorizing the City or Municipal Civil Registrar to Correct Clerical or Typographical Errors in the Day and Month in the Date of Birth or Sex of a Person Appearing in the Civil Register Without Need of a Judicial Order has lessened the problem of correcting entries in the birth certificates.

Liwanag also hopes that eventually they will also have computerized system of recording births, marriages and deaths but admitted that the city will need at least P3.5 million to acquire the system.
