City, barangay councils agree to establish database

THE Dagupan City Anti-Drug Abuse Council (CADAC) agreed on Wednesday to establish a baseline listing persons suspected either as drug pusher or user in every barangay for the city’s demand-reduction campaign.

The agreement was reached during the meeting presided by Mayor Belen T. Fernandez as chairperson.

City Police Chief P/ Supt. Christopher N. Abrahano, vice-chairman, said the quality of the information in the database will be crucial in the campaign against illegal drugs.

 “Kailangan na magkaroon po tayo ng baseline data para malaman po natin kung ilan po yung mga drug pushers at users sa bawat barangay na matutulungan po natin in terms of their undergoing a rehabilitation program at kung ilan po yung gagawin nating demand-reduction activities,” Abrahano said.

AS agreed, the gathering of a baseline data will be the responsibility of the Barangay Anti-Drug Abuse Council (BADAC).

“Since sila yung nasa grassroots at mas alam nila where to focus yung ating efforts against illegal drugs in the city,” Abrahano said.

He clarified though that the data base will be treated as a raw data just to help the council in evaluating their plans and activities.

Kung wala tayong baseline data, hindi natin alam kung nasaan na tayo, where are we right now at saan natin gustong pumunta. Now, in-between, makikita na natin yung progress ng trabaho natin,” he said.

Fernandez, who was recently cited by Philippine Drug Enforcement Agency (PDEA) recently for initiating illegal drug clearing operations in the barangays, said she will count on the support of the members of the BADAC for the gathering of baseline information for the database.

Regional Trial Court – Dagupan Executive Judge Caridad V. Galvez, a member of the CADAC, said she sees no legal impediment in establishing a database for as long as the purpose is not to humiliate any person or destroy any person’s name or use the same as basis for a buy-bust operation.

At the same time Galvez encouraged members of law enforcement agencies to be more diligent in handling drug cases because many end up being dismissed because of legal technicalities.

Abrahano assured the council that a part of the proposed strategy is to improve investigative skills of law enforcers.

Abrahano also recommended a regular exchange of information between law enforcement agencies and the prosecutor’s office.” (CIO/Joseph C. Bacani)
