GOVERNOR Amado T. Espino, Jr., chairman of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) never left the Tactical Operations Center of the PDRRMC until he was assured that Pangasinan was safe from the effects of Typhoon Glenda.

Governor Espino left PDRRMC at 5:00 pm when PAGASA lowered the storm-warning signal from No. 3 to No. 1 in Pangasinan.

Although “GIenda” wrought havoc in some parts of the country, the typhoon spared Pangasinan from damage to lives and agriculture.

Gov. Espino noted that as early as Monday, he has already instructed the PDRRMC to undertake the necessary preparations in anticipation of the stormy weather.

The PDRRMC upon the instruction of Gov. Espino was activated last July 14 as a preparedness plan dubbed “Oplan Kahandaan Para Sa Bagyong Glenda” was put in place to attain a zero casualty objective.

Part of the PDRRMC’s preparations to disaster response include the prepositioning of disaster rescue equipment in Lingayen, Tayug, Alaminos City, San Jacinto and Sta. Barbara.

Gov. Espino said that the province also prepared some 2,000 packs of relief goods for distribution to evacuation centers whenever necessary.

Through a Memorandum Circular, Gov. Espino has warned all city and municipal DRRMCs to undertake all precautionary measures and be ready to warn the residents to evacuate to safer grounds as he urged them to activate their local disaster risk reduction and management councils and prepare at the soonest time possible for any emergency and to undertake pre-emptive evacuation of all Pangasinan residents especially those located along Pangasinan’s three major rivers.

The PDRRMC has reported that 72 families or some 317 individuals living in the coastal areas of Dasol, Infanta, Sual and Bolinao towns voluntarily evacuated to designated evacuation centers.

They safely returned home the following day when Typhoon Glenda left the country.

There was no reported damage to crops and fisheries, but the typhoon incurred P16,400,000 damage to various road networks in Pangasinan.  (By Angeline Villanueva)
