Dagupan sets new rules to combat criminality

TO help prevent and solve crime cases in Dagupan City, business establishments are now required to institute basic security measures and the local enforcement of the helmet law has been revised.

An ordinance was passed by the Dagupan Sangguniang Panlungsod (SP) last  Monday requiring business establishments to install closed circuit television (CCTV) cameras, alarm systems that can alert police stations, and security guards to watch automated teller machines (ATM) booths, and revising the use of crash helmets.

The ordinance’s author, Councilor Jose Netu Tamayo, said these have become necessary to help protect lives and properties of Dagupeños.

He cited how CCTV footage and the alarm system previously led to the quick apprehension of the suspects in the shooting of a barangay chairman and a pawnshop robbery.

He said unsuspecting bank customers are being robbed after withdrawing cash from an ATM. Tamayo’s wife was a victim of that modus operandi by criminals.

“We are targetting zero criminality here and for most number of prosecutions of lawless elements,” he said.

Businesses with a gross capital of one million pesos are covered by the ordinance, i.e., banks, malls, boutique shops, pawnshops, jewelry stores, groceries, hardware stores, restaurants and bars, car dealers, etc.

NO HELMETS

In addition to the new security requirements, the enforcement of the helmet law here has been revised.

Motorcycle riders are now required to remove their helmets when they enter the central business district or in 15 kph zones particularly when approaching checkpoints.

He said it has become necessary to revise the helmet law’s local enforcement because criminals now conveniently use helmets and bonnets to conceal their identities when commiting crimes.

The new helmet law will be enforced as soon as it is approved by the mayor.

Business owners and banks will be given 120 days to install CCTV cameras, alarm systems, and security guards for ATMs after the approval and publication of the ordinance.

Failure to comply will lead to revocation of permit to operate business in the city.- (Hilda M. Austria)

Dagupan PNP welcomes new helmet ordinance

THE Dagupan City Police Station (DCPS) welcomed the amendment of the helmet law for local enforcement in the city as adopted by the Sangguniang Panlungsod last Monday.

The amendment “is a big help” to law enforcement since authorities, victims and witnesses can now “easily identify criminals,” PSupt. Christopher Abrahano, chief of DCPS said.

The new local helmet law requires motorists and back riders to remove their crash helmets as they enter the central business district here or in the 15 kilometer per hour zone, during parades or when approaching checkpoints.

“The revision of helmet law has become necessary because criminals nowadays use helmets and bonnets to conceal their identity when committing crimes,” said Councilor Jose Netu Tamayo, author of the ordinance.

Records of the DCPS showed that from January to July 10, 2014 at least six shooting incidents and eight robbery incidents were committed by motorcycle riders in tandem whose faces were conveniently hidden by their crash helmets. (Hilda M. Austria)
