BINMALEY, Pangasinan—Pangasinan has one congressman who kept a perfect attendance record in the House of Representatives’ 16th Congress.

Second District Representative Leopoldo Bataoil has managed to attend all sessions since the  start of the 15th Congress, his first term, to date.

“I intend to keep it that way until the end of 16th Congress,” Bataoil said.

Bataoil is among the 68 House members or about 23% of the total 290 representatives who posted perfect attendance since the first regular session of the 16th Congress in July last year.

Meanwhile, when sought for reaction to the Supreme Court (SC) decision to declare the Disbursement Acceleration Program (DAP) as unconstitutional, Bataoil said, “we must move on.”

“Without PDAF or DAP, as congressman of the second district, I will continue to do my mandate of consulting our people and representing our constituents in Congress,” he said.

He cited his representation of the people–through which he is able to bring the government closer to them–his greatest accomplishment.

Bataoil said he has yet to find out what DAP-funded projects benefitted his district.

Among his authored bills–now at the committee level–are the PNP modernization bill and a move to establish additional Regional Trial Courts, which he hopes to have counterpart bills at the Senate.

As vice chairman of the appropriation committee, Bataoil is expected to actively participate in the deliberation of the 2015 general appropriation act. (Johanne R. Macob)
