LGUs join flood-forecasting seminar
LINGAYEN—Some 60 participants from various local government units (LGUs) in Pangasinan and Tarlac province joined the information and education campaign (IEC) for Flood Forecasting System last week at the Pangasinan Training and Development Center here.
The activity was a joint effort of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and the San Roque Multi-Purpose Power Corporation (SRMPC) in collaboration with the Provincial Disaster Risk Reduction Management Council (PDRRMC).
The IEC sought to enhance capabilities for local forecasting warning system at the LGU and community levels to mitigate the impact of flooding in their respective areas.
According to PAGASA, the onset of rainy season is expected by mid-June and heavy rainfalls are expected in the succeeding months up to October.
Pangasinan is considered one of the flood-prone areas in Region 1 having been hit by heavy floods in recent years due to typhoons which are projected to become stronger in the coming years.
Provincial Administrator Rafael Baraan, vice-chairman of the PDRRMC, pointed out “the importance of accuracy of flood warning system and timeliness so that the people at the community level could prepare themselves from the mitigating effects of flooding.”
“The community is in the best position to undertake preparedness measures against floods, so let us have an organized group at the barangay level so that they could immediately respond to any eventualities,” he added.
Meanwhile, Engr. Fredolina D. Baldonado, officer-in-charge of the Northern Luzon-PAGASA Regional Services Division, cited the importance of the support of local chief executives in strengthening their respective disaster preparedness plans in their respective areas.
Among the topics presented by PAGASA’s Engr. Lorenzo Diaz and Joseph Basconcillo were the Flood Forecasting and Warning System for Agno River Basin and Climate Variability and the effects of EL Nino and La Nina Phenomenon.
On the part of NPC-San Roque Dam, Engr. Virgilio Garcia discussed the Dam Safety Program and Flood Forecasting and Warning System for Dam Operations as well as the Emergency Action Plan of the SRPC. (PIO/MER)
