City employee arrested for illegal drugs

AN employee of the Dagupan City government was arrested by the police on March 28 after being caught for selling illegal drugs in a buy-bust operation.

The suspect, Librada Biay, was arrested along Burgos St. in front of the West Central Elementary School, after selling one piece of small heat sealed plastic sachet containing shabu in for P300 to a police operative posing as buyer.

Members of the Dagupan City Police Station led by P/ Sr. Insp. Zaldy Tumagos and P/Insp. Joel Cabaddu, in coordination with the Philippine Drug Enforcement Agency-Region 1, conducted the operation.

DCPS chief of police, P/Supt. Christopher Abrahano, said Biay has no previous police record but his office received tips from a concerned citizen that she was selling illegal drugs while performing her duties as a member of the city’s Task Force Colorum, that apprehends tricycles operating without a license.

Biay, 39, single, a resident of America West, Bonuan Binloc, is assigned to the City Mayor’s Office.

She was brought to the Region 1 Medical Center for medico-legal examination and is currently detained at the DCPS cell.

Case for violation of section 5 of the Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 has been filed against her.

Meanwhile, the confiscated item was submitted to the PNP crime laboratory in Lingayen.–Johanne R. Macob
