BTF signs P628 M budget for 2014

DAGUPAN City’s P628 million budget for this year was signed by Mayor Belen Fernandez on January 5 after the first flag raising ceremony for 2014.

Just slightly higher than the P612 budget for 2013, this year’s budget consists of  P224.4 million for personal services; P253.9 million for Maintenance and Other Operating Expenditures (MOOE); P114.7 for capital outlay; and P34.87 million for financial expense.

Expressing optimism for the year,  Fernandez said the 2014 budget was put together based on the “Bottom-Up” budgeting policy being implemented by the national government to effectively better address the needs of the marginalized sectors of the community, especially those belonging to the ‘poorest of the poor.’

Funding for the budget will come partly from local sources through the city’s tax revenue projected at P248.45 million and non-tax revenue amounting to P48.86 million and from external sources that include the city’s share in National Tax Collection, represented by the Internal Revenue Allotment (IRA) at P329.5 million, and share from Government-Owned and Controlled Corporations (GOCCs) specifically from Philippine Amusement and Gaming Corporation (PAGCOR) and Philippine Charity Sweepstakes Office (PCSO) at P1.2 million.

Included in the approved budget are the city’s proposed Comprehensive Development Plan, City Development Investment Program, Annual Investment Program, City Disaster Risk Reduction Management Plan and Gender and Development Plan as required by the Department of Budget and Management (DBM).

The Sangguniang Panlungsod (SP) has also given Fernandez the authority to realign and or augment items in the 2014 budget and any of its succeeding supplemental budgets including those in the local bodies’ plans and budget.

The approved budget ordinance specified that personnel benefits of local employees shall have priority over use of earned personnel services savings.

City Administrator Farah Marie G. Decano hailed the signing and passage of the 2014 budget saying  it is “a victory for all Dagupeños”.

The signing was witnessed by Councilors Jeslito Seen, Jesus Canto, Marvin Fabia, Liga ng mga Barangay President Marcelino Fernandez, some barangay chairmen, all department heads and employees of the city government and national agencies.—LVM
