Mangaldan acting COP to be relieved anew

LINGAYEN—A police officer is being relieved from his post as town chief of police (COP) for the second time in a row over accusations of various misconduct.

Superintendent Policarpio Cayabyab Jr. has just been relieved as COP of Mangaldan, a position he held since January 12, 2013.

Prior to his Mangaldan post, Cayabyab was COP of Malasiqui but was relieved following a request from the town’s mayor, Armandio Domantay Sr., due to alleged malfeasances.

The latest relief order was contained in a communication dated November 11, 2013 from Pangasinan Provincial Police Office (PPPO) Director Marlou Chan to Police Regional Office 1 (PRO1) Director Ricardo Marquez.

Further, a recommendation for the exclusion of Cayabyab in the list of recommendees for Mangaldan’s COP was sought.

Chan’s order was issued after the meeting of the PPPO Fact Finding Team last Nov.  11 submitted its findings on the administrative complaint filed by 35 of the 55 personnel of the Mangaldan police station for “gross incompetence as characterized by alleged poor leadership and lack of professionalism.”

Cayabyab is expected to be reassigned to the Philippine National Police Holding and Administrative Unit (PHAU).–Johanne R. Macob
