Baraan cites importance of cultural heritage

LINGAYEN–Provincial Administrator Rafael Howard Baraan cited the importance of the cultural heritage of the province during an orientation seminar held on November 5 at the Capitol Resort Hotel here.

The seminar, which was attended by the members of the Pangasinan Tourism Officers Association (PTOA) along with the representatives of the city and municipal engineering office, focused on Republic Act 10066, otherwise known as National Cultural Heritage Act of 2009 that highlights the importance of cultural and heritage preservation.

“Cultural heritage is a result of the people’s struggle in search of their own identity and this administration gives importance to it because it defines and shape our particular identity as Pangasinenses,” said Baraan who spoke in behalf of Gov. Amado T. Espino Jr.

 “Kailangan natin protektahan ang ating kultura at ipaglaban ito, dahil kung ito ay ating mapapabayaan ito ay maglalaho sa mga darating na taon,” he pointed out.

He added that the Pangasinan Historical and Cultural Commission (PHCC) was created to oversee programs geared at preserving the province’s rich cultural heritage.

The PHCC created under Provincial Ordinance No 147-2010 is currently chaired by former Vice Governor Atty. Gonzalo T. Duque.

The body has been mandated to “unify and integrate services and resources of both the government and the private sectors pertaining to historical efforts and cultural plans of the province of Pangasinan,” said Malou Elduayan, provincial tourism officer.

Legal Counsel Atty. Rose Beatrix Cruz-Angeles of the National Commission for Culture and Arts (NCAA) commended the historical body as well as the members of the PTOA and engineering officials of the different LGUs for their interest to gain more knowledge on Heritage Act Law.

“We are the heirs of public property, and these are the tangible evidences of our own history so we have to promote, protect and preserve it in accordance with the law,” she added.

Giovanni Bautista, NCCA’s museum researcher, encouraged the LGUs to put up their own museums to promote their respective cultural heritage, especially among the younger generations.
