Capitol employees, offices and hospitals deliver optimum public services

LINGAYEN–Gathering all provincial employees, Governor Amado T. Espino Jr. together with some provincial officials and guest provincial and regional government sector directors led the Awards and Recognition Rites to best capitol employees, offices and hospitals last February 14 at the Sison Auditorium here.

Organized by the Human Resource Management and Development Office (HRMO) led by Janet Asis, employees who have exemplified excellence in the delivery of public service as well as offices and hospitals chosen as best implementers of management and development goals of the provincial government were named after a series of comprehensive performance assessments.

Asis, who was hailed as 2012’s Most Outstanding Human Resource Management Officer in the region, said during the awarding rites that the system of awards and incentives forms part in targeting the 10 development thrusts of Governor Espino.

Acting Director IV of Civil Service Commission Region 1 Nelson G. Sarmiento hailed the provincial government for demonstrating exemplary governance, saying that the leadership of the provincial government to this awarding program has given him the rare opportunity to interact with fellow public servants.

On the other hand, Department of Interior and Local Government (DILG) Pangasinan Provincial Director Reggie R. Colisao put emphasis on the importance of taking part in recognition rites like this to give honor to employee’s dedication to service as well as to boost their moral in service.

The opening salvo of the recognition rites was led by Espino’s awarding of the longevity award to capitol employees who will retire from service. He was assisted by CSC Dir. Sarmiento and DILG Pangasinan Dir. Colisao.

Health Risk Management Program awardees were: Best Healthy Habit Club (HHC) Focal Person – Rodolfo M. Sison, Provincial Planning and Development Office (PPDO) and Valeria M. Tigno, Lingayen District Hospital (DH); Most Improved Health Fitness award – Orlando B. Velasquez, Provincial Engineering Office (PEO) and Josefa G. Rosario, Provincial Accounting Office (PAcO); Best HHC member – Julio C. Lopez, PEO and Edgardo N. Oineza, Bolinao Community Hospital (CH).

Public Assistance Management awards were given to: Josephine L. Bonifacio, Provincial Employment Services Office (PESO) and Alma N. Diaz, Dasol CH as Best Public Assistance Desk Focal Person; while PESO and Mapandan CH were awarded as Most Client-Friendly office and hospital.

Awardees of the 5S of Good Housekeeping were: Milagros F. Navarro, PAcO and Jessica R. Lim, Western Pangasinan DH as Best 5S Focal Person; Rogelio V. Ballesteros, PEO and Raul dela Cruz, Mangatarem DH as Best Office Employee 5S Practitioner; Best Office 5S Practitioner (Provincial Budget Office (PBO), Category A; Provincial Assessor’s Office (PAsO), Category B; General Services Office (GSO) – Category C); Best Hospital 5S Practitioner (Asingan CH – Category A; Eastern Pangasinan DH)

Management Development System awardees were: Rosario M. Rosario, PAcO, Conchita A. De Leon, PAsO and Janet B. Rayat, Bolinao CH; Best Performing Employee (1st level) were Rizaldo R. Rayos, PEO and Tedencia P. Tejada, Mangatarem DH while for the 2nd level awardees were Cornelio P. De Guzman, Provincial Treasury Office (PTO) and Belma O. Ramos, Asingan CH.

PESO and Eastern Pangasinan DH were hailed as Best Implementers of Productivity and Quality Programs while hospital staff members from Eastern Pangasinan DH, Urdaneta DH and Bayambang DH were hailed as Management Development Program awardees in recognition to their manual “Awareness on Patient’s Rights to Information”.

Other awardees were: Best Performing Office (PBO – Category A, PACO – Category B, PEO – Category C; Best Hospital Performer (Bolinao CH – Category A and Western Pangasinan DH –Category B); Genevieve S. Rivera from Bolinao CH, Best Performing Hospital Chief.

Aside from certificates of recognition and trophies, employee awardees received cash incentives ranging from 3,000 to 5,000 pesos while offices and hospital awardees received cash incentives ranging from 5,000 to 10,000 pesos.

The Capitol employees awards and recognition program is usually held in December during the provincial government’s Christmas program, but since the fund for the yuletide celebration last year was donated to typhoon Pablo victims, it was moved to February. (PIO/Mark Gerry Naval Oblanca)
