Pangasinan wins ‘mother of governance’ award

LINGAYEN—Pangasinan has been conferred the regional award for Gawad Pamana ng Lahi (GPL), considered as the ‘mother of governance awards’, by the Department of the Interior and Local Government (DILG).

Governor Amado Espino Jr., assisted by Vice Governor Jose Ferdinand Calimlim, received the award from DILG Regional Director Corazon Guray during the “Araw ng Parangal” held October 30 at the Vigan City Convention Center in Ilocos Sur.

An elated Espino said: “This award… is for the Pangasinenses who are filled with hope for the betterment of Pangasinan.”

The other awardees are Vigan for the component city category; and San Nicolas in Ilocos Norte for the municipality category.

The three winners will represent Region 1 during the National Pamana ng Lahi Awards set in later part of this month.

Guray hailed the awardees as “mga bagong bayani ng ating bayan” saying “the three local government units awarded with GPL exemplify excellent performances in the Department’s Local Governance Performance Management System’s (LGPMS’s) Administrative, Social, Economic and Environmental Governance and Valuing Fundamentals of Good Governance, and the 2012 Seal of Good Housekeeping (SGH) – Silver Level”.

The GPL, “a total concept” award program implemented by the DILG in partnership with other stakeholders, gives recognition to efforts and contributions of LGUs to good governance.

DILG assistant regional director Julie Daquioag said the awardees set high standards in local governance with their innovative approaches undertaken in rendering services to the people.

Aside from the GPL regional award, Pangasinan is also a top contender for the Most Business-Friendly Local Government Unit (LGU) – national level, second runner-up in the national Pearl award in recognition of the best tourism practices, and over-all champion in the Batang Pinoy – Northern Luzon Leg,

During the awards night, provincial planning and development officer (PPDO) Benita Pizzaro delivered the précis of the ‘Ilog Ko, Bilayen Tan Aroen Ko’, the GPL entry for innovative project.

Meanwhile, plaques of gratitude were awarded to Carmelita Duque (Provincial Federation of NGOs in Pangasinan); Ruperto Cagaoan (Alagad Kalikasan – Western Pangasinan); Marife Estrada (Rotary Club of Urdaneta City); Erlinda Madrid (Sons-Daughters Association of Aguilar Pangasinan).

Romulo Columbres, barangay chairman of Capaoay, San Jacinto, together with barangay officials also received the Lupong Tagapamayapa Incentives award for the Municipality “A” category.
