Provincial gov’t to regulate female carabao trade

LINGAYEN—As the provincial government prepares for the development of a carabao products industry in Pangasinan, the provincial board passed on first reading last week a proposed ordinance regulating the sale of female carabaos, crossbreed and murrah buffaloes.

Pangasinan has started to develop the industry with the assistance of the Philippine Carabao Center for sourcing of milk, draft power, meat and hide.

Pangasinan, according to the draft ordinance, seeks to significantly reduce the $450-million worth of milk products and around $144-million worth of frozen bovine meat imported by the country annually.

The ordinance, authored by Board Member Raul Sison, also intends to establish and promote carabao-based enterprises, which is only possible when the local carabao/crossbreed/buffalo population reaches a commercial scale.

To monitor this, a semi-annual inventory of stock will be required in every municipality or barangay to be submitted to the Municipal and Provincial Veterinarian Office (PVO) and the Municipal or Provincial Planning and Development Office (PPDO).

PERMIT

Once approved, a municipal permit must be secured from the Municipal Agriculture Office before a resident can sell any female carabao, crossbreed or buffalo of any age.

A Carabao-Herd Build-Up Trust Fund will also be established with the yearly allocation of P500,000 from the provincial government agriculture development funds.

It will be jointly managed by the PPDO and the PVO for buying female carabaos, crossbreed or buffaloes from any resident that secures a municipal permit to sell.—Eva Visperas
