Pangasinan earns DILG’s Seal of Good Housekeeping

LINGAYEN–Governor Amado T. Espino, Jr. accepted the Seal of Good Housekeeping Award 2011 signed by the late Secretary Jesse Robredo from the Department of the Interior and Local Government Region 1 Director Corazon P. Guray, together with DILG Provincial Director Reggie R. Colisao, during the regular flag raising ceremony of the provincial government held September 17.

The governor thanked all Pangasinenses, especially the government employees, for performing their best to the call of excellent public service.

Director Guray, on the other hand, said the award proves that Pangasinan is now a cut above the rest in all aspects of good housekeeping including fiscal management.

Wala po ni isang Commission on Audit (COA) na may adverse report sa Pangasinan,” she noted.

The Seal of Good Housekeeping aims to elevate the practice of good governance that values desirable development outcomes into institutionalized status.

To qualify for the program, a local government must score high in planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization.

In the planning category, the LGU’s Comprehensive Development Plan and Annual Investment Plan must be updated and approved.

Sound fiscal management must be reflected in how the LGU prepares its annual budget and in the growth of local revenues over three years.

Transparency in the procurement process and full disclosure in its finances and compliance with the Anti-Red Tape Law are also included.

Pangasinan is again included as one of the three nominees for Region 1’s Gawad Pamana ng Lahi Award.

Espino earlier said the province will continue to set its sight to elevate Pangasinan to its highest post.

“Out of 80 provinces, no. 4 po tayo at hindi po imposible na maging no. 1 na tayo sa susunod na mga pagkakataon,” the provincial chief executive said. (PIO/Angeline Villanueva and Ruby R. Bernardino)
