Prov’l employee dismissed, prison guard suspended

LINGAYEN—Two public servants have been slapped with corresponding punishments for grave and gross misconduct in office, both involving monetary transactions.

Carmelita Tan, an Assessment Clerk at the Provincial Assessor’s Office here, has been dismissed from service with perpetual disqualification from public office after she was found guilty of taking P35,000 for a real property transaction while Prison Guard 1 Marcelo Lopez, a guard of the Pangasinan Provincial Jail, has been suspended for six months for instigating a crime involving inmates.

Both penalties were meted by Governor Amado Espino Jr.

Based on a report from the Provincial Legal Office, Tan was found guilty of grave/gross misconduct from a complaint filed by Tessie Cerezo of Sitio Aplaya in Lingayen.

Cerezo said in her letter of complaint dated April 18, 2012 that Tan allegedly received P35,000 from her last Feb. 2, 2009 as the latter guaranteed the “speedy and convenient processing” of her real property documents.

The complainant said no official receipt was issued to her and she did not demand any as she trusted Tan to provide her supposed end of the illegal deal.

Tan, however, did not facilitate the transaction of Cerezo’s documents as agreed, prompting the latter to eventually file the complaint in May 2011.

A criminal case of estafa was then filed against Tan who was already previously charged with a similar offense on a different occasion and was meted with 15 days suspension from service last February 9.

GUARD

Meanwhile, Lopez has been suspended for six months based on charges that he allegedly convinced, threatened, and intimidated inmate Gilbert Diaz then offered a monetary reward of P25,000 to slay Felipe Quillope, another prisoner.

Based on the Provincial Warden’s incident report, Diaz perpetuated the crime last January 18, stabbing Quillope twice as he arrived from a court hearing.

Thorough investigation showed that Diaz committed the crime upon the instruction of Lopez, who allegedly committed a similar enticement mechanism earlier involving another inmate with Quillope as the same target.—Eva Visperas
