Mayors now liable for transparency offense

BUGALLON–Heads of Local Government Units (LGUs) that did not observe the full disclosure policy as provided for by law are in hot water, according to Interior and Local Government Secretary Jesse Robredo.

Robredo, speaking to newsmen after he addressed the commemorative program for this year’s Pista’y Dayat (Sea Festival) said his office will file charges against heads of LGUs that did not observe the full disclosure policy.

This policy is outlined in the General Appropriations Act of 2012 approved by Congress and all government agencies and instrumentalities are required to comply.

At the same time, Robredo announced that 80 percent of the 1,600 LGUs throughout the country, or about 1,2000, were conferred the Seal of Good Housekeeping (SGH) last year.

The 80 percent complied with the full disclosure policy by posting in their respective websites every financial transaction of their local government.

The other criterion for the SGH is the LGU must have no derogatory records from the Commission on Audit (COA) that went over their books of accounts for 2012.

Robredo rallied the LGUs that already have the SGH not to be content and complacent by making “their best better”.

He said SGH bronze award only indicates minimal compliance equivalent and there are still the silver and gold to aim for.

Most LGUs in Pangasinan that bagged the SGH are on bronze level.

Robredo cited the province of Pangasinan that bagged the SGH last year and was granted by the DILG a cash prize of P40 million for development projects.

The DILG adjudged Pangasinan last year as the fifth best performing province nationwide.

Governor Amado T. Espino Jr. said the province’s P40 million prize went to the construction of a road leading to the Manlelluag Hot Spring in Mangatarem and another road leading to the Balungao Hot Spring in eastern Pangasinan.
