Mata ‘no show’ anew in SP budget hearing

THE hearing on the 2012 budget at the Sangguniang Panlungsod (SP) was stalled anew as City Administrator Vladimir Mata again failed to attend upon the council’s invitation.

Only the other three members of the Local Finance Committee (LFC) – City Treasurer Romelita Alcantara, City Budget Officer Ildefonso Calimlim and City Accountant Teresita Manaois – showed up in the afternoon of Feb. 20.

His presence was requested by the council to explain the “other structures” and “non-office” items in the proposed budget which Alcantara cannot explain.

Mata, who is head of LFC among his four other functions in the city administration, reportedly left for Tuguegarao, Cagayan for a meeting of the Local Lady Legislators’ League (4Ls).

Mata is also head of the City Planning Office, City Risk Reduction and Management Council and head of the Bidding and Awards Committee, in addition to his job as City Administrator.

Vice Mayor Belen Fernandez, chair of the SP, said the council is also still waiting for Mata to submit the building plan for the proposed Maternal and Child-Care Lying-in Clinic as well as the structural plan for the proposed Tsunami Hill.

The SP is also seeking clarification on the additional P10 million in the budget of the City Tourism Office, aside from its proposed budget of P4 million, which City Tourism Officer Rosemarie Teng failed to explain when she attended the hearing.

The SP reset the next budget hearing to Feb. 27.
