Lim sacks treasury officer

Mayor Benjamin Lim has dismissed another employee of the city government and forfeited all her benefits and remuneration from the service after she was found liable for dishonesty and gross misconduct.
    
     

Gertrudes Salayog, Local Treasury Officer III OIC-Cash Division, was charged administratively for her failure to properly present on time the amount misappropriated the same amount for personal or private use to the damage and prejudice of the City Government of Dagupan.

Sometime in May 1999, an auditing team headed by Padua Pabona, Auditor of Dagupan conducted a special internal auditing in the office of Salayog .

After the first cash examination on May 11, 1999, it was found out there was a shortage in the accounts of Salayog, P10,700,000 was missing. After the discovery, she was given a demand letter on June 3, 1999 to reconstitute the missing funds.

A follow up audit in July 11, 1999 showed her accountability had risen to P12,802,775.19.  After being granted an extension on the deadline for her to remit the collections, Salayog has not settled her accountabilities and obligation to this day.

Mayor Lim said Salayog’s lack of diligence and zeal in performance of her duty was inexcusable. Her failure to produce the missing funds within a reasonable time constituted dishonesty and gross misconduct, he stressed.

City Legal Officer Atty. Geraldine Baniqued said Salayog is given 15 days to appeal for her case.

The administrative cases filed against erring employees is proof that the city government is implementing human resource reform, Baniqued stressed. She didn’t indicate, however, if criminal charges will be filed by the city government against Salayog.

The case of Salayog is one of the eight administrative cases filed by the city government against its employees. Seven cases have already been decided.
