DON'T BLAME NAPOCOR ALONE
FVR: Arroyo gov't also accountable
ASINGAN--Don't just blame the flood on the officials of the San Roque Multi-Purpose Dam Project (SRMDP) and the National Power Corporation (Napocor).
         This was the message sent by former President Fidel V. Ramos as he cited faulty flood control dikes and the abolition of the Agno River Basin Development Commission (ARBDC) in 2004 by the Arroyo administration as among the major causes of the massive flooding that affected most Pangasinan towns and cities in the wake of Typhoon Pepeng on October 9.
Gov. Espino: NPC, SRPC, AFCO don't coordinate
ARE the management of the National Power Corporation (NPC) and the San Roque Power Corporation (SRPC) coordinating with other agencies at all with regards to the releasing of water from the San Roque Dam?
         Gov. Amado Espino Jr. posed this question as he pointed out how an official of the Agno Flood Control Office (AFCO), Director Fidel Ginez, and his family were themselves caught unaware by the flash flood last week.

Ilocos Region pummeled by "Pepeng"
SAN FERNANDO CITY--With many of the roads devastated, agriculture in shambles and houses wrecked, the Ilocos Region may not be the same again after the wrath of heavy rains spawned by Typhoon "Pepeng".
         A report of the Office of Civil Defense (OCD) dated October 15 identified the damages suffered of the region's infrastructure, i.e., roads, bridges, irrigation, flood control, etc., and crops, schools and housing.

Espino issues alert on Umingan dam
LINGAYEN--Governor Amado Espino Jr. has sent a team of engineers to Umingan in eastern Pangasinan Thursday morning to inspect the natural dam on top of the Caraballo Mountains, which hillside residents fear is in danger of collapsing soon.
        He ordered the inspection even as he directed the immediate evacuation of some 530 families from five barangays in the foothills of the Caraballo Mountain to safer grounds.
Relief operations in full swing
SOON after the flood that inundated 90% of Pangasinan on October 10, relief operations from various sectors started and the distribution of goods is now in full swing.
         Apart from the government's relief distribution efforts, the Mary Help of Christians College Seminary in Dagupan City has been transformed into the center for relief operations of the Archdiocesan Social Action in Pangasinan (ASAP).

San Carlos suffers major agricultural losses
SAN CARLOS City--Typhoon Pepeng brought heavy damages to this agricultural city’s farms and livestock and forced many of its residents to seek shelter in evacuation centers.
         City Social Welfare and Development Officer Valentina Dumangan reported that 18,461 families or 74,709 people affected by the flood.

A history of deluge every 37 years

WAS it mere coincidence or was the city destined to suffer the worst flood yet after 37 years?
         The three worst floods that have swept over Pangasinan in recorded memory occurred 37 years of each other. Does that mean, the city can expect the next killer flood in 2046?
