DAGUPAN CITY GOVERNMENT HELPLESS
Tidal flooding gets worse
THE daily flooding in Dagupan due to
tidal rise adversely affecting business
establishments and schools near river
banks is getting worse.
At least two schools have been forced to adopt a double shifting
method and hold special classes on
Saturdays to make sure that pupils are
given an opportunity to complete the
required 204 days per school year. |
Is Dagupan sinking?
The
question comes to mind amid a new debate
about the cause of flooding in the city
rages.
Is the constant flooding in Dagupan caused
by global warming or by a claim that the
parts of the city have sunk lower after
the 1990 earthquake?
Assistant City Engineer Mar Prado believes that some areas in
Dagupan sank by a few inches over the
years as a result of the July 16, 1990
killer quake,
a theory that his superiors in the city
government do not buy. |
VIEWPOINTS
Non-SONA
By +Oscar V. Cruz D. D.
It is not simply pitiful but also shameful, not merely
pathetic but in fact lamentable as well. After no less
than eight (8) glorious and majestic SONA addresses
delivered with all possible glamour and grandiosity, the
Philippines has in fact become much more desperate while
the people are thus understandably very restless and
defiant. And rightfully so. Electoral cheating was
engaged by even the supposedly highest public official
in the land. Graft and corruption in government have
become but a matter of fact. Poverty and want have long
become the norm of the times. |

ROOTS
Back to the grind
By Marifi Jara
QUELIMANE,
Mozambique--How do you cook up a scam?
You will need evil intent, conspiracy, then
top it off with a lax chief and voila! - there goes a
feast that is usually enjoyed by one or a few, resulting
in the suffering of many. That is the recipe for what
happened in San Carlos with the missing P9 million
public fund, and possibly several millions more from
earlier illegal transactions.

Number of fishpens in Dagupan just right
THE number of fish pens in Dagupan have
not reached their allowable limit.
This was assured by City Agriculture Officer Emma
Molina who pointed out that the number
of privately-owned fish pens in the city
is still within the limited carrying
capacity of the rivers.
